Kentucky's concealed carry license expands to young adults

A new Kentucky law takes effect Tuesday, allowing 18-to 20-year-olds to apply for a provisional concealed carry license for the first time.

House Bill 312 creates a permit valid only in Kentucky, which expires when the holder turns 21 and requires firearms training before issuance.

Supporters say the law encourages responsible gun ownership.

Gov. Andy Beshear vetoed the bill, arguing that age limits on concealed carry should align with restrictions on alcohol, tobacco, and handgun purchases. Lawmakers overrode the veto, and the measure is now in effect.
