'Time To Prove It': Beshear Pushes Lawmakers On Preexisting Condition Protections

Gov. Andy Beshear is intensifying his push to secure permanent protections for those with preexisting conditions in Kentucky. The issue took on more urgency for supporters this week with news that the U.S. Supreme Court will hear a case that could overturn the Affordable Care Act.

The Democratic governor called a press event urging lawmakers to enshrine a part of the decade-old Affordable Care Act into Kentucky law.

"We hear folks from all different sides of the aisle saying we support coverage for preexisting conditions," Beshear said. "Now is the time to prove it."

House Bill 21 would bar private or public health insurance plans that deny coverage based on pre-existing conditions ranging from asthma to cancer ⁠— which, all in all, affect roughly half of Kentuckians.

Monday, the nation's high court announced it would hear a case that could reverse all or part of the landmark Obama-era health law during its next term, which starts in October. Backers of the Kentucky preexisting conditions bill say it's important the General Assembly act this session, but the measure has yet to be heard in committee.

"There's no doubt in my mind that once we have the committee hearing, it'll be very successful and it will pass on the floor," said Rep. Patti Minter, the chief sponsor.

If the bill doesn't make it to Beshear's desk, the governor says he's looking at all options and may consider taking executive action on the matter.
