Report Details LRC Management Problems

Legislative Research Commission

A performance audit of the Legislative Research Commission has blamed poor staff morale on outdated management practices, a lack of communication and decision-making that isn't transparent.

According to media, the draft report said the 388 LRC workers "are frustrated and often confused" by personnel decisions. It recommends changes that include a reduction in power for top leaders and the implementation of management practices that include annual performance evaluations, formal job descriptions and pay scales.

The National Conference of State Legislatures was hired to perform the audit last year in response to several scandals, including sexual harassment complaints that forced the resignation of state Rep. John Arnold.

The report was finished last year. It was released Monday at the urging of House Speaker Greg Stumbo and Senate President Robert Stivers.
