Liggins was placed on administrative leave during a closed session meeting of the board after sending an email to board chair Tyler Murphy that the district has characterized as a resignation. Liggins has challenged that interpretation, saying he was only seeking talks about a potential separation deal.
Now, WYKT reports the suspended school leader has sent a complaint to the Kentucky Office of Education Accountability arguing he was placed on leave in retaliation for raising concerns about the possible misuse of public funds, unauthorized remote work, and poor attendance controls in the school system.
The complaint is seeking a state probe into the accusations against Liggins, alongside the financial issues he says he's uncovered.
