Lexington leaders to weigh city division reorganization amid weather-related reshuffling

The Urban County Council is set to consider a reorganization of city divisions. The review involves a department that saw a top-level departure last week amid criticism of the emergency weather response.

A sudden ice event that produced slick roads and a cluster of accidents last week led to the resignation of Nancy Albright, the former commissioner of the Department of Environmental Quality and Public Works.

Richard Young with CivicLex says the new move to shift two city divisions out of that department may or may not be tied to the recent uproar over the city's poorly-received winter weather response.

"It's not entirely clear if the two are connected, but it seems likely that they could be given the changes that have already taken place in Environmental Quality and Public Works," he says.

The proposal that is coming before council would make even further changes by moving the Division of Engineering and the Division of Building Inspection out of the Department of Environmental Quality and Public Works and into the Department of Planning and Preservation.

Lexington Chief Administrative Officer Sally Hamilton said a review of how the teams currently work showed bringing Engineering and Building Inspection back under Planning and Preservation would "improve efficiency, coordination, and overall service delivery."

The change-up will be discussed during the Tuesday council work session. If ultimately passed, it would go into effect immediately.
