Ky. Lawmaker: Officials Stalling On LRC Report

A state lawmaker is calling for the results of a review on the operations of Kentucky legislative staff to be made public.

The National Conference of State Legislatures was brought in to do the review after sexual harassment allegations last year against former Democratic Rep. John Arnold prompted the resignations of Arnold and the director of the Legislative Research Commission.

The conference issued findings in April, but The Courier-Journal was told after an open records request that the full report could not be released because it is an unfinished draft.

Rep. Tom Riner, a Louisville Democrat who advised the women staffers who complained about Arnold, said he believes officials are engaging in stalling tactics to keep the report under wraps until after the election.

David Fleenor, general counsel for the office of Senate President Robert Stivers, said the only reason the report has not been released is that "it's not a final document." Fleenor said legislative leaders added requests for additional research.
